FRAMINGHAM – A Natick woman threw a large chunk of concrete on another woman’s car on Friday and threatened a man with a stun gun, a prosecutor Monday.Police arrested Jessica Powell, 29, on Sunday at 3:35 p.m. on Kendall Street, prosecutor Daniel Storms said during Powell’s Framingham District Court arraignment.On Friday, a woman told police that Powell damaged her car with a chunk of concrete.
