FRAMINGHAM – A Fitchburg woman was high on crack cocaine on Thursday when she crashed her car head on into another on Nixon Road, police said.Police arrested Pamela Silva, 47, after the 2 p.m. crash.When police went to the crash, a driver of an Audi was being treated by paramedics.
