A Framingham man’s slow drive on Speen Street in Natick early Saturday morning led to his arrest on a third drunken driving charge, police said.Natick Police arrested Shaun Rattray, 36, at 2:50 a.m. when they pulled him over near Fairway Circle, police spokeswoman Lt.
