SOUTHBOROUGH — The Planning Board is suing the Zoning Board of Appeals over its decision to approve the Residences at Park Central, joining a group of neighbors which has already appealed. Capital Group Properties of Southborough received approval last month to build 180 apartments under the state's Chapter 40B housing regulations.
